In the General tab of an object’s Properties dialog there are options to skew an object horizontally or vertically be a percentage.

Use the spin buttons to change the % an object is skewed by, or type the new degree in the boxes directly. The left box is the value of the horizontal skew while the right box is the value of the vertical skew.
