By default, every sound will play at 100% of its original volume:

Use the spin buttons to increase or decrease the percentage of the sound from the original sound’s volume. Note, this is for the initial volume. You can also modify the start and end volume of a sound using the Fade In and Fade Out options in the Play Sound action.
